Diplomatic relations between Ukraine and Ireland are conducted in accordance with the 1961 Vienna Convention on diplomatic relations. Accordingly, the 1963 Vienna Convention on consular relations serves as a basis for bilateral consular relations.
Ukraine and Ireland are the parties of a number of universal UN Conventions that regulate issues of bilateral cooperation in different areas. Ireland in its capacity of an EU member cooperates with Ukraine on the basis of appropriate Ukraine – EU agreements.
There are 6 bilateral interdepartmental agreements concluded between Ukraine and Ireland to date. Such agreements are implemented in relations between the competent ministries of two states.
Ireland’s participation in realisation of the Memorandum of understanding between the Government of Ukraine and the UN Programme for Development on support the reforming the civil service in the framework of administrative reform (signed on 25th October 2007 in Kyiv) should be specially highlighted. Irish Government provided 1 million euro as financial assistance for implementation of the above memorandum.
The Parties undertake continuous efforts in further developing of the legal basis of bilateral relations. Negotiations on bilateral double taxation treaty were completed on 23 June 2011.
Ukraine devotes great attention to an early launching of the negotiation on concluding the intergovernmental agreement on visa facilitation, drafted on the basis of the analogue Ukraine – EU agreement which is not to be implemented by Ireland due to its national migration policy.
The Irish Side examines drafts of a number of intergovernmental agreements (on cooperation in combating the organised crime, on air communication, on customs cooperation and one in the field of exchange of customs’ statistics).

Memorandum of understanding between the Ministry of transport of Ukraine and the Department of communications, sea and natural resources of Ireland on recognition of seamen diplomas (certificates) in accordance with the Rule 1/10 of the International convention on standards of training, certification and watchkeeping for seafarers (STCW), 1978 amended in 1995.
